Interview with Marek Kowalski - Chairman of the Federation of Polish Entrepreneurs (FPP) presentation

What is the Federation of Polish Entrepreneurs? Whats the secret to its success?

The Federation of Polish Entrepreneurs (FPP) is one of the largest organisations of entrepreneurs in Poland and a member of the Social Dialogue Council. In Poland, only the FPP can provide a full service to its members- not only in terms of networking, but also in the fields of reporting, analysis, PR and preparing draft acts with justifications and economic impact assessments (RIA). We represent our members in their contact with state and local government authorities. Our members include state-owned and private companies from Poland and abroad. Amongst our members are state-owned banks such as PKO BP and BGK, established to support enterprise in Poland, and KUKE - supporting Polish exports worldwide. Such connections provide beneficial opportunities for all the companies that join us. FPP membership also presents trade associations with the opportunity to increase their strength. FPP members include associations from: retail, steel, construction, security, cleaning, financial, industrial, services, recycling and funeral, sectors, among others..

How does the FPP work?

We actively support our members in almost every aspect of legislation. In recent months, we have been cooperating intensively with the government on the Polish Deal and introducing solutions to improve the system for taxpayers, including issues concerning minimum tax. From the start of Russian aggression in Ukraine, we have been helping Ukrainian citizens and supporting the Polish authorities by proposing legislative solutions to facilitate the employment and stay of refugees in Poland. Currently, we are assessing the effects of the support for borrowers announced by the government. For the past year, we have also been monitoring health care financing. The solutions we propose are always very carefully designed, calculated and analysed in terms of the effects of regulatory assessment - but also excellently prepared both legally and legislatively. This is why we are such a good partner for both entrepreneurs and decision-makers. We were able to convince parliamentarians to remove from the so-called Sanctions Act', provisions that were dangerous for the economy and also to convince the government to increase the tax-free and national insurance-free thresholds that employers can offer for financing subsidised meals for employees. This solution benefits not only employees, but also the entire catering sector which has been devastated by COVID-19. During the pandemic, we directed a huge amount of energy and resources to promoting the sanitary regime, good hygiene habits and vaccinations. We always propose win-win solutions that bring benefits to the state and its citizens, entrepreneurs and the state budget. The good of the country and the economy depends on acting responsibly.

How does the FPP support business development on the Polish market?

As an organisation, we have helped many new companies enter the Polish market, understand the business environment, identify the competition and the regulatory requirements. It is especially important for those enterprises that operate on regulated markets where the regulator requires them to fulfill numerous legal and formal requirements.

Our organisation also assists in macro and microeconomic aspects, with the support of our think tank, the Centre for Legislative Analysis and Economic Policy (CALPE). Furthermore, we support fair competition - for many years we have been successfully fighting for such provisions in public procurement law. Currently, we support the introduction of national insurance liabilities for contracts of services - it would level the playing field for all companies and increase the percentage of employment contracts rather than encourage worthless contracts. We take care of employers and employees. Support for FPP management and experts is provided by the Federation Committees, composed of representatives of member companies. Currently, there are six committees at FPP: Public Procurement, HR, Social Security, Energy and Environment, Healthcare and Public Policy, Public Affairs and Public Relations.

What plans do the Federation of Polish Entrepreneurs have for coming years?

Foremost, our plans are ongoing support for our members, business and the economy in Poland, while working for the best possible legislation.

We want to continue to provide a strong voice for entrepreneurs in Poland as part of the Enterprise Council, which brings together the nine largest business organisations operating in Poland. In addition, we plan to increase our international activity, cooperating further with business organisations in the European Union and expanding our activity in Brussels.

We are already implementing several projects with funds from the European Union and Norwegian Funds. We also work on a legal level with the European Commission. We want to develop this part of our business with the significant cooperation of our regional offices throughout Poland. We invite all companies to join the FPP - just contact us and submit a membership declaration.
